CLEARED FOR TAKEOFF: TERESIA MBAIKA'S BLUEPRINT FOR KENYA'S AVIATION FUTURE.

Teresia Mbaika-CBS: Driving Kenya's Aviation and Aerospace sector forward.

She brings strong expertise in strategic management, public finance, and leadership to this critical role. Her department focuses on policy formulation, infrastructure development, regulatory oversight, and positioning Kenya as a leading regional aviation hub.

Here are some of the key drives she is implementing in the aviation and aerospace sector:

1. JKIA Modernization Masterplan and Infrastructure Upgrades.

PS Mbaika is actively involved in advancing the modernization of Jomo Kenyatta International Airport (JKIA), Kenya’s main gateway. This includes major upgrades to terminals, runways, and facilities to handle growing passenger and cargo traffic. She has highlighted these reforms during engagements with Parliament, emphasizing their role in transforming Kenya into a competitive aviation hub.
She also supports the rehabilitation and development of smaller airstrips, such as the reconstruction of Ithookwe Airstrip in Kitui County, to improve regional connectivity and stimulate local economic activities.

2. Policy and Regulatory Reforms.

Mbaika is steering comprehensive policy reforms to create a more enabling environment for the aviation industry. This includes:
Updating Kenya’s Aviation Policy.
Enhancing collaboration with stakeholders like the Kenya Civil Aviation Authority (KCAA), Kenya Association of Air Operators (KAAO), and African Airlines Association (AFRAA).

Addressing issues such as market access, taxes and charges, environmental sustainability, and data management.
These reforms aim to reduce operational bottlenecks, attract more airlines, and promote sustainable growth in air transport and tourism.

3. Enhancing Air Connectivity and the “Fly Kenya” Initiative.

She is championing efforts to boost domestic and international air connectivity. This involves supporting initiatives that encourage more flights within Kenya and to regional destinations, making air travel more accessible and affordable. Improved connectivity is expected to spur tourism, trade, and investment across the country.

4. Support for National Carrier and Industry Efficiency.

As a non-executive director on the board of Kenya Airways (KQ) (appointed in July 2025), PS Mbaika contributes directly to the airline’s strategic direction. She engages regularly with KQ management and backs the Kifaru Transformation Strategy, which focuses on operational efficiency, cost management, and fleet modernization. This strengthens Kenya’s flag carrier and the broader aerospace ecosystem.

5. Promotion of Safety , Innovation and Capacity Building.

Mbaika actively participates in aviation forums and conferences, such as the Aviation Business Excellence Awards and events themed around “Future-Ready Aviation.” She emphasizes safety standards, innovation in infrastructure and technology, and human capital development to prepare Kenya’s aviation sector for future demands.

Impact on Kenya

These initiatives are set to deliver significant benefits:

Economic Growth: A stronger aviation sector will boost tourism, create jobs in airports, airlines, and support services, and facilitate faster movement of goods.

Regional Hub Status: Enhanced infrastructure and policies will position Kenya as the preferred aviation gateway in East Africa.
Improved Connectivity: Better air links will open up remote areas, promote balanced regional development, and support trade and investment.

Sustainable Development: Focus on environmental aspects and efficiency aligns with global standards while ensuring long-term viability.

Teresia Mbaika’s commitment is top notch. With her background in health economics, environmental management, and proven track record in public service including her earlier role driving devolution reforms she has quickly established herself as one of the best performing Principal Secretaries in Kenya.

Her hands-on approach, stakeholder collaboration, and focus on delivering tangible results continue to accelerate Kenya’s aviation and aerospace ambitions.

Under her leadership, the sector is poised for transformative growth that will benefit the nation for years to come.
