Mary Muthoni Muriuki's Journey to the Heart of Kenya's Health System.
In Kenya's public service landscape, few stories are as compelling as that of Mary Muthoni Muriuki a woman who began her career standing before students in a secondary school classroom and today stands at the helm of one of the country's most critical government departments. As the Principal Secretary for the State Department for Public Health and Professional Standards under the Ministry of Health, Muriuki's journey is a testament to resilience, purpose, and unwavering commitment to service.
Roots and Early Life.
Hailing from Kiambuu village of Ngiriambu location in Kirinyaga County, Mary Muthoni Muriuki was raised with values that would later define her public service career. She attended Kabare Girls High School for her secondary education , one of the region's distinguished institutions. She went on to pursue higher education with equal determination, earning a Bachelor of Education (B.Ed.) from the Catholic University of Eastern Africa, and later a Master of Business Administration (MBA) in Strategic Management and Marketing from the University of Eastern Africa Baraton.
This rare combination of education and business acumen would prove to be the foundation upon which she built a multi-sector career spanning education, commerce, and public administration.
The Classroom : Where It All Began
Upon finishing her bachelor's degree, Muthoni kickstarted her career as a tutor at Moi High School Mbiruri, and later at Moi Girls School Nairobi. Her years in the classroom were far more than just a job; they were a masterclass in leadership, communication, and nurturing potential in others. The skills she developed as an educator patience, strategic thinking, and the ability to translate complex ideas into action would later prove invaluable in the corridors of government.
Building a Private Sector Legacy.
Muriuki transitioned into the private and civil society space, where she made a formidable mark. She served as the President and Chief Executive Officer for Women in Business Kenya (WIB), focusing on promoting
women's empowerment in the delivery of public service, particularly in championing women's access to Government Procurement Opportunities (AGPO).
Her advocacy work did not stop there. She also served as a Director of the Kenya National Chamber of Commerce and Industry (KNCCI) and as a member of the Kenya Private Sector Alliance (KEPSA). During this period, she worked closely with reputable international and local organizations including the World Trade Organization (WTO) and the United Nations Conference on Trade and Development (UNCTAD), coordinating various trade initiatives on behalf of the private sector.
She has also sat on the Tobacco Control Board of Kenya and served as a director in the African Women in Business Alliance. These roles cemented her reputation as a serious, competent, and principled leader with a pan-African outlook.
County Government: Grounding in Devolution.
Before joining the national stage, Muriuki sharpened her public administration skills at the county level. She joined the Kirinyaga County government under the leadership of Governor Anne Waiguru in 2019 and assumed the role of Vice Chair of the Kirinyaga Investment and Development Authority, serving up to December 2022. This experience gave her firsthand exposure to grassroots governance, development planning, and the realities of service delivery at the community level experience that would later shape her approach to public health programming.
A National Calling: Principal Secretary.
In December 2022, Muthoni was thrust into the national spotlight when she was nominated as Principal Secretary for the State Department of Correctional Services by President William Ruto. She served in that role from 1st December 2022 to 16th May 2023. Though brief, the posting demonstrated President Ruto's confidence in her administrative abilities across diverse sectors.
She was then appointed Principal Secretary for the State Department for Public Health and Professional Standards on 17th May 2023 a role that placed her at the center of Kenya's ambitious universal health coverage agenda. In this position, she also serves as Deputy Dean of the Principal Secretaries, Chair of the Health Sector Medium Term Expenditure Framework Budget Working Groups, and co-chair of the Kenya Coordinating Mechanism for the Global Fund Grant.
Driving Change in Public Health.
Since taking office at the Ministry of Health, PS Muriuki has been a visible and energetic force for reform. In 2024, she visited the counties of Kisumu, Kakamega, and Nandi to assess the progress of the Community Health Promoters (CHPs) program implementation, as part of the ministry's broader initiative to enhance community health services across the nation. The ministry, in collaboration with Amref Health Africa in Kenya, has been working to sensitize 4,000 health assistants and train 12,090 CHPs on essential health modules in all 47 counties.
Her commitment extends to tackling communicable diseases. In 2026, she delivered remarks during the commemoration of World Tuberculosis Day, calling upon the private sector to join hands with government in ending TB, and urging Kenyans experiencing symptoms to seek testing early without fear or shame.
She has also championed a strategic shift in Kenya's healthcare philosophy. The State Department under her leadership has emphasized a move from curative to preventive healthcare, prioritizing investments in disease prevention, health promotion, and early warning and response systems to reduce the burden of preventable diseases.
Awards and Recognition.
Muriuki's contributions have not gone unnoticed. She received the 2017 Devolution Warrior Award from the Kenya Council of Governors in recognition of her role in promoting women's empowerment in public service, particularly in championing women's access to Government Procurement Opportunities (AGPO). She holds the national honours of CBS (Chief of the Order of the Burning Spear) and HSC (Head of the Civil Service Commendation), reflecting the high esteem in which she is held by the state.
A Vision for Kenya's Health Future.
Her experience spans over a decade in public and private sector management, including policy, legislation, financial management, stakeholder management, risk management, and leadership.It is this breadth of experience that makes her uniquely suited to lead a department as complex and consequential as public health.
