THE OMOLLO EFFECT: HOW DR. RAYMOND OMOLLO IS TRANSFORMING KENYA'S INTERIOR MINISTRY

Dr. Raymond Vicky Ojwang’ Omollo, Principal Secretary for the State Department for Internal Security and National Administration in Kenya’s Ministry of Interior, has brought a data-driven, technocratic approach to one of the government’s most critical dockets.


 Appointed by President William Ruto in 2022, the PhD holder in Applied Statistics from the University of Nairobi has overseen sweeping reforms, enhanced inter-agency coordination, and delivered measurable improvements in security and public administration.

With a background spanning research, academia, corporate governance (including board roles at institutions like Consolidated Bank), and development leadership as Managing Director of the Lake Basin Development Authority, Omollo’s leadership emphasizes evidence-based decision-making, collaboration, and grassroots impact.

POLICE AND SECURITY SECTOR REFORMS.

One of Omollo’s flagship contributions is advancing comprehensive reforms across the National Police Service (NPS), Kenya Prisons Service, and National Youth Service (NYS). As chair of the National Steering Committee on these reforms, he has driven implementation of recommendations from the Maraga Taskforce.

By early 2026, over 55% of targeted reforms (out of around 500) had been achieved, focusing on administration, legal frameworks, welfare, and operational efficiency. A standout achievement is the multi-phase salary review the most extensive in the history of Kenya’s disciplined services delivering up to 40% cumulative increases.

-Newly recruited constables saw starting salaries rise from approximately KSh 21,645 to KSh 30,000.

-Broader adjustments have improved earnings across ranks, with the final phase set for July 2026.

These changes aim to boost morale, reduce corruption risks, and make the services more competitive in attracting talent. Additional reforms include modernizing equipment, enhancing training, introducing body cameras, leveraging private CCTV systems, and harmonizing job structures.

Omollo has also championed the National Police Service Commission (Amendment) Bill and broader legislative updates to support these changes while operating within the law.

TACKLING BANDITRY AND RESTORING PEACE IN THE NORTH RIFT.

Under Omollo’s oversight, the government launched multi-agency operations like Operation Komesha Uhalifu (or Maliza Uhalifu) in the North Rift region, involving the National Police Service, Kenya Defence Forces, and National Government Administration Officers (NGAOs).

Key outcomes include:

-Recovery of 26,968 stolen cattle.
Recovery or surrender of 148 illegal firearms.

-Pacification of restive areas in counties such as Baringo, Elgeyo Marakwet, West Pokot, Samburu, Turkana, and Laikipia.

-Recruitment and training of National Police Reservists.

-Reopening of schools and improved community safety.

These efforts have significantly reduced banditry and cattle rustling, demonstrating a shift toward sustained, intelligence-led, and community-supported security operations.

STRENGTHENING NATIONAL ADMINISTRATION AND GRASSROOTS GOVERNANCE.

Omollo has prioritized digitization and capacity building for NGAOs. He launched Project BETA, a digital reporting and monitoring tool that tracks government projects, presidential directives, and crime statistics from the sub-location level upward in real time. This promotes accountability, reduces delays, and supports data-driven oversight.

Support for grassroots administrators has expanded through:

-Procurement of thousands of motorcycles for chiefs and assistant chiefs.

-Revised schemes of service, including the creation of Principal Chief positions.

-Field allowances and ongoing training programs.

-Efforts to formalize the role of village elders through policy and legislative amendments.

BROADER SECURITY AND COMMUNITY INITIATIVES.

Omollo’s tenure has seen progress in several areas:

Counter-Terrorism Sustained,

Operations, community engagement, and the establishment of a Regional Counter-Terrorism Training Center have disrupted plots and led to arrests of suspects.

Cyber Security and Border Management 

 Implementation of the National Cyber Security Strategy, Critical Information Infrastructure regulations, advance passenger screening, and plans for facial recognition technology.

Boda Boda and Informal Sector Engagement 

 Reforms to register and license operators while building security partnerships.

Disaster Response and Cohesion.

 Coordination of humanitarian efforts, relief food distribution, and national cohesion programs.

Youth and Social Programs .

Linking security to economic empowerment through initiatives addressing unemployment.

His emphasis on Jukwa la Usalama (a whole-of-society security platform) fosters collaboration between state agencies, communities, and stakeholders for preventive rather than reactive security.

RECOGNITION AND LEADERSHIP STYLE.


In 2025, Dr. Omollo was ranked among Kenya’s top-performing Principal Secretaries, with high scores in mandate delivery, innovation, and integrity (one report noted 69.7% on high-impact programs). Colleagues praise his calm, collaborative, and verification-focused style often personally inspecting projects nationwide.

LOOKING AHEAD 

Dr. Raymond Omollo continues to push for modernization, including third-generation digital IDs, enhanced inter-agency synergy, and alignment with national development goals like the Bottom-Up Economic Transformation Agenda. His technocratic approach blending data expertise with empathy (evident in initiatives like widow empowerment)  is helping reshape internal security from a purely enforcement model to one that integrates development, inclusion, and accountability.

Under his stewardship, the Ministry of Interior is not only addressing immediate security threats but also building institutional resilience for long-term stability and public trust.

 As Kenya navigates evolving challenges from cyber threats to socio-economic pressures Omollo’s leadership provides a steady, results oriented foundation for a safer and more cohesive nation.
